Captain Jose V Andrada was given his star rank on April 19, 1948, thus he became the first Filipino Commodore, and was officially designated as the first Flag Officer In Command (FOIC) of the Philippine Naval Patrol (forerunner of the Philippine Navy).

The Naval Inspector General, Brig. Gen. Nestor Herico and commander of the Naval Reserve Command, Commo. Dorvin Jose Legaspi were both elevated to the next higher rank in a simple donning of ranks ceremony presided by the Navy vice commander, Rear Adm. Commodore Papa was born in Naic, Cavite on December 15, 1912. He finished elementary school at Naic Elementary School and took his secondary education at Cavite High School until 1929, he went to UP High where he graduated in 1930. He completed his Bachelor of Science in Electrical Engineering at the University of the Philippines.
