PH Navy's 40th Flag Officer In Command retires after 39 years of service

NAVAL STATION JOSE ANDRADA, Manila — The Philippine Navy’s Flag Officer In Command, Vice Admiral Toribio Adaci Jr., officially concluded his military service on November 15, during a Change of Command and Retirement Ceremony, presided over by the Commander-in-Chief, President Ferdinand R. Marcos Jr. at the Navy Headquarters in Manila.

“As I relinquish my duties as the 40th Flag Officer In Command, I do so with pride in all that we have accomplished together and with deep gratitude for serving alongside each of you. I extend my heartfelt gratitude to all personnel of the Fleet-Marine Team stationed across the entire archipelago. I now leave knowing that the Philippine Navy will continue to rise and that you will continue to carry the torch of excellence forward, always ready to defend our seas and protect our people,” said Vice Adm. Adaci Jr during his valedictory address. 

Vice Adm. Adaci Jr. retired after nearly 40 years of dedicated service in the military. Before he assumed the top post as the 40th Flag Officer In Command on November 24, 2022, he served as the Commander of Naval Forces Western Mindanao (NFWM) and occupied Navy key positions such as Commander of Naval Installation Command; Commander of the Fleet-Marine Ready Force; and Fleet Inspector General.

A graduate of the Philippine Military Academy “Makatao” Class of 1989, Vice Adm. Adaci Jr.’s leadership priorities focused on sustaining gains under the Philippine Navy Sail Plan 2028, enhancing training, streamlining the organization, advancing bases development, and promoting the self-reliant defense posture. As a lawyer, he emphasized shaping policies on promotion, retirement, logistics, and operations to strengthen the Navy.

“It is through his leadership that we remained firm in asserting our rights in the maritime domain while keeping to our responsibilities of safeguarding lives and promoting regional peace and stability. On behalf of a grateful nation, thank you for your exemplary and passionate service. We wish you fair winds and following seas as you embark onto your next journey,” President Marcos said as he thanked Vice Adm. Adaci Jr. for his service.
