PH Navy dons new rank to DICT USec Dy

NAVAL STATION JOSE ANDRADA, Manila – The Philippine Navy held a Donning of Ranks and Oath-taking Ceremony for Lieutenant Commander Jeffrey Ian C. Dy PN(Res), Undersecretary of the Department of Information and Communications Technology (DICT), with the Flag Officer in Command, Vice Adm. Toribio Adaci Jr. as presiding officer on September 4 at the Navy Headquarters. 

"We consider our personnel to be the Navy's greatest asset, and it is individuals like LCdr. Dy who, with their relentless service and pursuit of excellence, are the ultimate source of our organization’s strength and capability," said Vice. Adm. Adaci Jr. 

LCdr. Dy, who brings 20 years of experience in technology and information security, serves as the DICT’s Undersecretary for Infostructure Management, Cybersecurity, and Upskilling. 

In his role as USec, he supervises Infostructure Management, Cybersecurity, and ICT Literacy and Competency Development Bureaus, and oversees key initiatives including the National Broadband Program and the Free Public Internet Access Program.

"On behalf of the Philippine Navy, congratulations, LCdr. Dy! It is an honor to bestow this rank upon you and to recognize the invaluable expertise you bring to the Philippine Navy Reserve Force," added Vice Adm. Adaci Jr.
