VICE ADMIRAL BACORDO AFP is the 38th Flag Officer In Command, Philippine Navy.
Prior assuming his post, he served as the Commander, Philippine Fleet, where he ardently pursued the acquisition of various surface and naval air warfare mission critical equipment while laying the groundworks in gradually phasing-outthe legacy ships of the Navy. He ensured that the Philippine Fleet will be able to provide the required mission ready surface, air, and special operations through a more systematic Deploy, Sustain, Repair and Train Cycle in developing and sustaining the major assets of the Navy.
His leadership acumen was likewise proven in leading the Naval Sea Systems Command in the planning, programming andprompt implementation of repair requirements of PN assets andtheir weapons, electronic and communications systems. He also assumed other key positions such as Commander, Naval Forces Southern Luzon where he led the unit in promptly responding to disaster-stricken communities in the Bicol and Quezon provinces and in conducting maritime and internal security operations to ensure the peace and progress in the region.
He likewise served as the Deputy Commander for Fleet Operations, Naval Forces Western Mindanao while performing as the Commander, Joint Task Force Kingfisher, Naval Task Force ZAMBASULTA and Naval Task Force 61 in 2014. As Deputy Commander, Naval Forces West and collaterally serving as the Commander Joint Task Force 41 in 2011, he endeavored to institute strategic sovereignty patrol in the West Philippine Sea and the systematic rotation and re-provisioning of the Navy men and women protecting the Philippine-occupied islands and islets in the KIG.
As the Assistant Chief of Naval Staff for Operations, N3 in 2013; he formulated policies geared towards improving the resource administration, programming and implementation as enabling factors in the development and transformation of the Navy into a modern and responsive naval force.He ensured the rationalized deployment of PN surface, air and marine units to the operational areas particularly during the Sabah Crisis, Ayungin and Scarborough Crisis, Zamboanga Siege, Typhoon Yolanda and the successful transport of MNLF detainees to Manila in 2013.
His successful tour of duties as commanding officer of four PN ships – BRP Rajah Humabon (PS-11), BRP Miguel Malvar (PS-19) BRP Rafael Pargas (PC-379) and BRP Juan Magluyan (PC-392) earned him numerous recognition and awards from various stakeholders. Spearheading the crafting of the PN’s Strategic Sail Plan 2020 in November 2006, he was also able to demonstrate his exceptional knowledge and expertise in the different aspects of naval operations.
He is a bemedaled and multi-awarded Navy officer having been the recipient of a seven (7) Distinguished Service Stars, one (1) Distinguished Service Medal, two (2) Bronze Cross Medals, two (2) Gawad sa Kaunlaran Medals, two (2) Silver Wing Medals, twenty-five (25) Military Merit Medals, seven (7) Military Commendation Medals and numerous Luzon, Visayas and Mindanao Campaign Medals, among others.
He is a well-versed Navy officer having been trained and educated in different foreign and local training institutions which include Masters of Management in Defense Studies and Australian Command and Staff Course both taken in Canberra, Australia; Masters of Science in Economics in De La Salle University, Manila, Civil Military Approaches to Maritime SecurityCourse in Monterey, California and many others.
He was born and raised in Lapaz, Iloilo City and graduated Magna Cum Laude from Philippine Military Academy “Hinirang” Class of 1987. He is happily married to the former Ms Rachel Cruz and were blessed with five beautiful children: Charles Niccolo, Giovanni Carlo Jr., Sophia Louise, Stephanie Angela and Giana Danielle.
