VICE ADMIRAL TORIBIO DULINAYAN ADACI JR PN Flag Officer In Command, Philippine Navy
VICE ADMIRAL TORIBIO DULINAYAN ADACI JR PN is the 40th Flag Officer-In-Command of the Philippine Navy. He took the helm on 24 November 2022. He is a lawyer and a proud member of the PMA “Makatao” Class of 1989. He hails from the province of Ifugao.
Before ascending to the top post, he served as the Commander of Naval Forces Western Mindanao (NFWM), Commander of Naval Installation Command, Commander of Fleet-Marine Ready Force, Deputy Commander of Western Mindanao Command, and Deputy Commander of Naval Forces Southern Luzon.
VADM ADACI specializes in naval operations, education and training, and personnel management and administration. He is a surface warfare officer, having commanded several PN warships, Naval Task Groups, and Naval Task Forces.
His shore duties include his assignments as a staff officer and instructor at Headquarters Philippine Navy, Philippine Military Academy, Naval Sea Systems Command, and the Philippine Fleet. His senior staff positions include his designations as the Assistant Chief of Naval Staff for Personnel, N1, The Naval Provost Marshal, and the Fleet Inspector General.
VADM ADACI completed various education and training courses including the AFP Command and General Staff Course at the AFPCGSC and the Senior Executive Course on National Security at the National Defense College of the Philippines. He holds a Master’s Degree in National Resource Strategy from the National Defense University, Washington D.C., USA, and a Master’s Degree in Public Management Major in Development and Security from the Development Academy of the Philippines.
VADM ADACI was born on January 21, 1967. He is married to Mrs. Mercy Khristin A. Adaci and they are blessed with a daughter named Thea Karylle.
