Naval Forces Northern Luzon (NFNL)

The Naval Forces Northern Luzon (NFNL) is a vital part of the Philippine Navy which is responsible for safeguarding the maritime interests and security in the northern region of Luzon Island. The NFNL collaborates with the Northern Luzon Command to protect Northern Luzon's coastal areas and territorial waters. As a background, NFNL traces its roots from the Poro Refueling Station unit activation on 01 January 1950. This is under General Orders Nr 10 Headquarters Philippine Naval Patrol, dated 31 December 1949. The station was renamed Northern Luzon Naval Support Activity on 06 September 1977 with Captain Ramon Madrid PN(MNSA) as its first Commander. Since then, it underwent a series of reorganizations from Northern Luzon Naval Facility on 15 June 1980 to Naval District I on 21 May 1987 and as Operating Base, Naval Forces North on 06 September 1996, and finally Naval Forces Northern Luzon on 25 June 2003.

NFNL Mission

The Naval Forces Northern Luzon (NFNL) Mission is to conduct prompt and sustained naval and maritime operations in support to the  accomplishment of Northern Luzon Command (NOLCOM) mission. In line with NOLCOM's mission, NFNL is tasked with executing timely and continuous naval and maritime operations to bolster the overarching objectives of the Northern Luzon Command. This entails safeguarding maritime borders, ensuring the integrity of national sovereignty, and enhancing security and defense within the Northern Luzon region. NFNL achieves these goals by implementing fleet-marine operations and collaborative partnerships that optimize operational outcomes and strengthen maritime capabilities in the area. By prioritizing the external defense to include maritime borders and upholding national interests, NFNL plays a pivotal role in protecting the vital maritime domain and contributing to the overall security landscape of Northern Luzon.

NFNL Functions

The Naval Forces Northern Luzon (NFNL) Functions are to conduct Territorial Defense Operations, support Internal Security Operations, conduct Humanitarian Assistance and Disaster Response Operations, support Maritime Law Enforcement Operations, and conduct activities to support National Development. On Territorial Defense Operations, NFNL plays a crucial role in safeguarding the territorial waters and maritime borders of the northern region of Luzon Island. Through constant patrolling, surveillance, and monitoring activities, NFNL ensures the protection of national sovereignty and territorial integrity against potential threats or encroachments. To support Internal Security Operations, NFNL collaborates with other military and law enforcement agencies to support internal security operations within its area of responsibility. This includes providing maritime security, intelligence gathering, and logistical support to address any security threats, insurgencies, or criminal activities that may jeopardize peace and order in the region. In times of natural disasters, calamities, or humanitarian crises, NFNL collaborates with the government's disaster risk reduction and management offices and the regional office of civil defense and mobilizes its resources and personnel to provide assistance and relief to affected communities. Through its trained and equipped disaster response units, NFNL conducts search and rescue operations, delivers aid, and assists in evacuating distressed individuals to ensure their safety and well-being. On Maritime Law Enforcement Operations, NFNL actively participates in upholding maritime law and enforcing regulations to combat illegal activities such as piracy, smuggling, illegal fishing, and environmental crimes within its maritime jurisdiction. This also includes the Illegal, Coercive, Aggressive, and Deceptive activities of foreign vessels. By conducting patrols, inspections, and interdiction operations, NFNL contributes to maintaining maritime security and promoting adherence to national and international laws at sea. On activities in support of National Development, NFNL engages in various activities and initiatives that contribute to national development and the overall socio-economic progress of the country. This may involve conducting maritime research, promoting marine conservation efforts, fostering partnerships with local communities for sustainable development projects, and participating in capacity-building programs to enhance maritime skills and knowledge among stakeholders. By aligning its operations with national development goals, NFNL plays a key role in advancing the maritime sector and facilitating growth in the region.
