On 24 January 2025, the Naval Information and Communications Technology Center (NICTC) celebrated its 28th Year Anniversary with the theme โStrengthening Cyber Defenses and Shaping a Resilient Digital Futureโ with VADM JOSE MA AMBROSIO Q EZPELETA PN, Flag Officer In Command, Philippine Navy (FOIC, PN) at HNICTC, NBHA, Sangley Pt, Cavite City.
The first part of the NICTC anniversary was the blessing and inauguration of the newly constructed Command and Control, Integration, and Innovation (C2I2) Hub during the first visit of VADM EZPELETA PN. The C2I2 Hub integrates real-time situational awareness through Command and Control (C2) systems, enables seamless interoperability with advanced integration platforms, drives technological advancements through an innovation center, protects sensitive information with robust communication frameworks, and ensures scalability to support the evolving needs of the organization.
Part of the program was the capability demonstration of the UHF Link Repeater Project that significantly improves communications by extending signal range and reliability across naval operations. This initiative is part of NICTC's broader modernization effort to strengthen the Philippine Navy's Command, Control, and Communications (C3) infrastructure, ensuring better coordination and response during missions.
The FOIC, PN was also briefed in the hybrid solar power system which is a combination of grid power, solar and generator to meet the sustainable power requirements of the C2I2 Hub. Moreover, the SOC capability in the PN Cyber Range was showcased emphasizing its role in monitoring, detecting, analyzing, and responding to cybersecurity threats in real time.
An ICT Exhibit Booths from the industry partners were also present in the event which were visited by the FOIC, PN. During the ceremonial proper, several milestones and projects of NICTC were presented such as the Provisional Activation of Naval Monitoring Station (NMS) Panggungan, launching of PN ELPS and Handover of Digital Library Project. Afterwards, VADM EZPELETA PN together with CAPT SANTIAGO P PACIS JR PN, ACNICTC unveiled the ISO Certificate of NICTC that is the sole awardee of ISO/IEC IEC 27001:2022 Certificate in the Philippine Navy and the whole AFP. The event was graced along with Mr Tristan Arwen Loveres, Managing Director, TUV Rheinland Philippines Inc.
Finally, VADM EZPELETA PN recognized the outstanding personnel, NICT Station/NMS and Stakeholders, and subsequently awarded the AFP TDO Campaign Streamer 2024 for Cyber Security Operations and External Security Operations to NICTC.
CAPT PACIS PN stated in his anniversary message, โThis yearโs anniversary theme encapsulates the essence of our enduring purpose, which is to safeguard our Navyโs digital domain, empower our forces with cutting-edge C4ISR technologies, and build a future-ready organization capable of meeting the challenges of an increasingly complex and interconnected world.โ
In the culmination of the activity, VADM EZPELETA PN conveyed his message that NICTCโs quest for excellence is commendable. The FOIC, PN further added that as the Navy progresses into the digital age, we rely on NICTC to lead our Navyโs advancements in C4ISR and cyber defense, and continuously safeguard our critical ICT infrastructures.
